PayPal Standard Store Cart Details to Database

Actually, I have two questions. One, on the cart page (using ASP), I applied the wizard. However, when I click on the checkout button, it doesn't take me anywhere. Just stays on cart. I've been staring down the ASP and see no issues.

The big question:
Upon completing the checkout page and confirm page, I am redirected to PayPal. There I complete the order process. Once I complete the process, PayPal leaves me looking at their success page. I get an email from paypal the order went through.

In completing the Checkout Wizard, I was asked to store the order details. I mapped everything correctly to the DB. However, PayPal just leaves me on their site. Shouldn't PayPal redirect me to a confirmation page and the order details be written to the DB? At least that's what the Wizard leads you to believe.

I'm trying to avoid using the Pro with an IPN due to PCI compliance and a secure cert required by the client. So this is why we are choosing the Standards options.

So how does cart details get stored into the DB? Am I missing something in the PayPal Sandbox?
