PayPal Shipping Quote Failed

I ran a test using paypal to see if it was recognizing the weight column as 1 or 0 when determining if shipping is required for a particular item.

When running my test, I was adding one of our workshops to the shopping cart which has a value of 0 for determining shipping cost. 0 = no shipping fees.

What I got back was a shipping quote failed page. I attempted to go into my checkout page to see what I could do. What I did was I click on the Auth for paypal express checkout server behavior and scrolled down to the "ReqConfirmShipping" field and inserted the "weight" value from my eCart data.

I thought this would cause paypal to recognize the 1 or 0. This did not work. I even attempted to upload the PP_ECO_PHP file assuming that the changes may have taken place there and my server needed to be updated. This did nothing.

I know that paypal is attempted to determine if an item requires shipping, but it appears that it is getting confused between items that require shipping and those that do not. Now, when I last addressed an issue similiar to this, it was concerning Auth.net. That issue was successfully remedied. Would you be able to look at my attached file and determine what may be the problem.
