Stalls on Local Install on Step 3 0f 5

I downloaded the recommended Beta download since I continue to encounter issues. Hoping it would make things better (after downloading and re-installing 3 times). I download the extension (Build 038) and everything seems to work fine until Step 3 of 5 of the install. My database info is already there with a message under Database Information that says "You have already completed this step:. If I click on the continue button I get red error text just below the message I keep getting above.

I have totally deleted the old extension, re-booted my system, and installed Build 038 clean. I even make sure my browser's disk cache has been dumped as well. Time after time after time I keep getting the same results. The only reason I tried the suggested beta dot release was because an old problem with not being able to get to the edit mode popped its ugly head back up. If I recall correctly, after I cleared my disk cache it magically started working again. Now, it doesn't matter how many times I clear the cache or try various browsers, nothing makes it work. My client cannot get to any of his content to update it. I am really sorry I decided so quickly to purchase this extension. It was more money than I wanted to spend at the time, but the thought of having open-ended license to build out a CMS system for each client was too tempting.

I don't know what to do at this point. Any help or suggestions would be great.
