Time Function incorrect

I'm currently testing a sport schedule website. the site is working geat. However, I'm The time function of the website is not working. The database consists of two fields. Date and Time. The date element is working Okay, only the time field that has the problem.

I want to be able to insert time into the database base on time zone with EST the Default time zone. Currently when I Insert time into the database (ex. 04:30 PM) the result, and update page change the PM to am, and I'm not sure if the code for changing the time zone is working.

PS.

(Ray Borduin) had worked on this problem, however the problem is incomplete.
