Two eCart

I would like to create two checkout spots based on local versus non local customers. After they hit "checkout" on the cart page, I would like them to be directed to a page that allows them to choose between "local pickup" and "ship it to my door". If they choose local pickup it will go to a checkout_local page where they can order without having shipping applied and we can also apply special discounts that we want to promote locally. If they choose the shipping option then it will go to the normal checkout page that we have working with PS3. This way we can personalize the checkout process for both types of customers.

Is it possible to have two different options like the one described. I tried to save the checkout page as checkout_local and then add a new ecart behavior, but it is still linking to "WA_eCart_localpickup/WA_Store_Cart_PHP.php" so I can't add separate shipping and discount options to each behavior without changing the other one as well.

So now I'm thinking I might have to install another PS3 in a subfolder "local" and when the user clicks "local pickup" it would take them to the checkout in that subfolder. It would still connect to the same database either way, but it would allow me to have two different checkouts. Please let me know what you think would be the best option.
