Basic Shipping rate plus price per item

I set up my business using ecart a while ago and I am now trying to change my shipping charges. Feeling a bit rusty and in need of help.

At present I only ship my beads with in the UK so shipping is calculated on value in cart using the ecart Shipping Object rules, if you spend x amount you pay x and so on.

However I would like to change a basic rate of £1.35 plus 50p per item (UK Shipping). In addition if they spend £25 or more shipping is free.

The next part of the changes is I would like to sell worldwide in which case the basic rate and additional rate would vary depending on the country they would like items shipped to.

Any help would be greatly appreciated.
