That's exactly where I am. I'm logged into storemanager as super admin. Setting->payment gateway setting.

I have a dropdown list for gateway: set to paypal standard
paypal account: assuming I use my sandbox id mail account for this
and last:
a IPN Page: webassist/.....

There's no place for the API key
