Paypal Sandbox Confusion!

Wow. I thought the instructions for the paypal sandbox were straight forward until I started the process. First the instructions are for PS3 and not PS4. Not even sure if they make sense with the current PayPal site.

So I went in and created a sandbox user account. Created the buy and seller as per instructions. When you get to "scroll down to step 3" you completely lost me. Where the hell is step 3?

I can find the appropriate API settings and keys on Paypal but there is no place in the settings on PS4 under payment gateway to use this information.

I need some better instructions here! This is the last step in getting PS4 tested and up and running. How do I set up the sandbox payment gateway in PS4?
