Works on one page and not another

Two pages, reached from different login pages, both created with SA Wizard.
student_courses works fine
staff does not work at all

Database tables identical

I have created and recreated login pages for staff to no avail and have compared everything line by line.

Thought maybe you could only have one SA SESSION but even logging out of usertable does not allow login to staff.

All pages attached, working and not.
