Security assist

i was creating access rule followed by the tutorial,
I open the access rule manager dialog box
give a name in the name field, in the value field, the tutorial tell me to enter "checkout" in the value field and enter 1 in the compare to field, but the thumbnail picture below in the tutorial page show php code in the value field, i so confuse do i enter 'checkout' in the value field or php code show in the picture?. why it show php code in the value field not the checkout or this picture just for demo no meaning?
i also apply Show Region to conditional text in login page but when redirect to login page this text doesn't show.
why this text not showing?
there was another problem when redirect to login page, i log it in from login page but checkout page won't be able to know it and take it back to login page again. i need a piece of code in checkout page but what it is?
why my checkout page won be able to tell it login or not?

i using checkout wizard to create login and checkout page, but checkout page only show billing and shipping info, No order info, How do i binding order info to order table before it check out,
