Horizontal Menu just posting as vertical bullet points

I bought Menu Writer last night and spent hours trying to create my first menu several different ways, in different templates and blank pages, and they all just display as long bullet lists, which push down the whole page until below the long list. (My menu has several sub-levels).

I have tried in IE8 and Firefox. Within Dreamweaver, it looks fine. (I see the top level buttons, in Midnight, which I selected. The lower-level buttons don't show up there.)

I also created several simple pages to test it. Here is an example, where I just used the basic HTML sample from Dreamweaver, and added a very simple menu with three items and simple format. Same issue. It's here:

I read the FAQ on Doctype needing to be 4.01 Transitional and fixed that, but no change.

Please help. Thanks.

FYI:
I am new to CSS Menu Writer (last night) and almost as new to Dreamweaver (a week), though I have coded in html for years.
