MAs Email Sending only to first Recipient - UE4

Hi

I hope someone can help. I am trying to send out a mass email informing clients of a new client area and providing them with their individual login details. I have set up a test send email to only 2 users, so I can check it. The thing is that only one of them gets the email and they get it twice! The correct login details are included. I am not sure what I am doing wrong. I have attached the send file and the email template file. Please let me know if you need anything else.

I am using UE4 and Dreamweaver CS3.
