Paypal express checkout shipping expenses


I have developed a shopping cart, it has both remote checkout and express check out options. I kept shipping charges option on remote payment page ( i.e, confirmation page when visitor select to pay through credit card) May be it is wrong decision to add this option on confirmation page as if visitor select to pay through express check out ( using his paypal account) shipping charges not applying

please tell me

1. Can I add shipping charges on paypal account ( if yes then how to drive visitor on that page)
2.Or I can use shipping charges on summary page itself

Please let me know which method is correct and more effective
