Do you have the Dreamweaver file check in / check out option enabled?

is the file set to be read only?

Does the file have special characters in the name?

does the site path have special characters in the any part of the folder names?

have you tried deleting the Dreamweaver cache file from the users configuration folder:
common_installation_issues.pdf
