PowerCMS is not right for you. Digital File Pro and DataAssist would work for creating something rudimentary but functional in terms of a photogallery. Just don't offer them bells and whistles and take what DataAssist and DFP gives you in terms of functionality and you should be able to pull it off. 
I thought it might be over reaching with the program. I'm probably using PowerCMS for one of their 2 sites... their church won't need all that, their missions center will.
