Web Developer Suite will help you in parts of the implementation of just about any complex web application with database back end. All of the things you describe fit into that category, so the tools would help. However you would have to be able to conceptualize the database and put together the tools in a meaningful way in order to accomplish those results along with some amount of hand coding and using other tools. At the end of the day it would require a rich understanding of Dreamweaver and web technology in general along with an in depth knowledge of the tools in order to pull off everything you describe.
DataAssist does support unicode, or it should be simple enough to add if it doesn't. Just post back here if you run into problems or issues. Most likely the problem was with the charset setting on the page or some other configuration setting causing issues with the forum post you are referring to. Without a specific link I of course can't be sure of the precise issue.
