db not updating

Hi,
For some reason the db sometimes updates and at other times it just writes over the last order in orders and order_items. I am in a testing mode live, using pp sandbox. My client has pp standard, so I have the settings to return to the site after payment. I have the back office set up so that they can delete the order if it is not accepted by paypal. I will build a post back page, but right now in test mode I am using the checkout_success.php page. I have included the scripts, since I am not sure if I have there is something in the scripts preventing the post or what.
