Have you run through SecurityAssist several times and the file never gets generated? If you haven't, try running it again on a blank site to see if it was just that time that the file didn't get generated or if its not generating at all for you?

In the meantime, I will attach the file for you. It should go into the WA_SecurityAssist directory at the root of your site.
