Being able to checkout without a paypal account is controlled by the "PayPal Account Optional" setting in your payapl account control panel.
This cannot be controlled by the cart php script, It must be set in the paypal business account settings.

# Hong Kong
# Netherlands
# United Kingdom
# United States
There are reports of other people having a problem with the pay by credit cared form not showing due to paypal cookies. Try clearing your cookies before testing.

I had the issue of PayPal not allowing checkout with a credit card (you needed to log in), and it turns out that I had PayPal Express Checkout enabled under Accept Additional Payment service. I selected “We don’t use one” instead, and it now shows the credit card as expected.
