That's an oddity - it only renders properly in IE7!
You could save the existing screen.css as screen_ie7.css and make a conditional statement :

For other browsers, in the regular screen.css, it seems to be the p, li and h2 properties that are pushing the divs apart, so you could change the values for those (only for the leftColumn1 and footer divs though) by adding these rules to the end of the screen.css stylesheet:
#outerWrapper #contentWrapper #leftColumn1 p, li {
margin-top: 0px;
margin-bottom: -2px;
}
#outerWrapper #contentWrapper #leftColumn1 h2 {
margin-top: -3px;
}
#outerWrapper #footer p, li {
margin-top: 0px;
margin-bottom: -2px;
}
If no other - more elegant - solution is forthcoming, you could use the above.
