Using Theme-It on a Published site!

What is the best way to edit a Power Store 3 site that is already published.
Using Dreamweaver and Theme-It.
Do I have to export the MySql database from the published site to my local testing server?

I tried downloading the published site and defining in Dreamweaver, and editing with Theme-It
however upon uploading back, the CSS is not updated in other pages.?

I am so totally confused with this. with the Database connection I know needs to be edited for the local testing server, but then the databases are different?

If just starting out and you first setup Power Store 3 locally, And complete the site.
How do you upload to Publish at ISP? SInce databases will need to be created?

I wish Web Assist would address this for Power Store 3 and Theme-It and now Sculpture.
How to using Dreamweaver with a site already defined.
What specifically needs to be changed, when editing from ISP to your local testing server.
Having a You-Tube tutorial would be extremely helpful.

Example. FTP the site to your local testing server in Xaamp. Define site in Dreamweaver, which we should already know how, then edit the connection .php for local connection.
Export your MySql database from your Published site, then Import to local database.

Seeing all this step by step would save us lots of time and minimize tech support issues.
I know its covered somewhere, but searching throughout the Forums is time consuming.
