PayPal Error when using PayPal Payments Standard

Hi there
I have been running eCart for a few years now and this weekend I have started getting an error message when customers go to pay using PayPal.
The error that comes up is:

"Unable to process payment. Please contact the merchant as the shipping address provided by the merchant is invalid, and the merchant has requested that your order must be shipped to that address."

I have contact PayPal and they say:

"Sometimes we do have changes on our Servers, which do affect third party shopping carts. In some cases if might be necessary to update your shop software, however I would advice you to contact your cart developer before you do this."
