No, this cannot be done in the checkout wizard.
you will need to create a separate tax rule for each tax rate you need to apply.
the billing zip code will be stored in a session variable named "eCartCheckoutForm_postcode"
you can use the Based On session Variable value trigger in the tax rule:
If the session variable "eCartCheckoutForm_postcode" has a value "=" to "90025"
some of your zip codes may have the same tax rate, so they can be combined into one rule by adding another trigger and setting the OR seperator
