Order Confirm-Shipping Error

I am running Dreamweaver CS4 and eCart 5.0.1 on a Windows Vista machine. When I click the Checkout button on the checkout.php screen, it goes to confirm.php. There I get "
Fatal error: Call to undefined function curl_init() in C:\xampp\htdocs\alltexan\WA_eCart\WA_eCart_USPS_PHP.php on line 124". In
WA_eCart_USPS_PHP.php on line 124 the code says: $WA_USPS_Curl = curl_init();
I am attaching confirm.php and WA_eCart_USPS_PHP.php so you can see the surrounding code. (Had to change the extension to .txt to upload it.) Thanks so much for your help. I don't know if it has anything to do with it, but I made sure there is no cache file in the Configuration folder.
