unable to upload images when inserting in page

unable to upload images when inserting in page

in the powercms 2 in the edit page I click on the "insert/edit image" icon andthe dialog bnox appears.
if I browser server then on the left use the upload form whatever I try it fails and says
"No file uploaded 0".
I had no problem with powercms1
If I use the tab at the top of the image upload dialog box it simply sits ther humming away and never completes.
these are small gif files - I endup using dreamweaver to upload them
but when I hand it over to the client theyt will need this to work.
it there a image upload setting I'm missing?
