What is the charset that you have on this page and what does the original text look like? Also, on the page that does the insert or the update do you have any formatting applied to the editor area?

If you can post back with the insert or update page it we can check to see if there is any extra formatting being applied that might cause this. With the original text I can do some testing to see the result that I get.
