page access not quite working

I use dreamweaver cs3 developing on localhost, I updated to 1.19 but it showed up as 1.18, the problem then was not being able to have more than 10 rules which was professionally solved by Jason. The problem now is that page access appears to not work completly. When I sign in page access stops on the correct homepage but from there if when I hit my homepage buttons from different pages, I get a message " Internet Explorer cannot display the webpage

What you can try:
Diagnose Connection Problems ". It is like my session info or something is not letting the receiving page know who I am to allow access to the series of homepages to stop on the correct restricted page.

Also if before going online I am working on one of the restricted pages, then directly hit F12 to go online instead of the page kicking me off the restricted page and sending me to the redirect page, it stays on that page even though I didn't log in first.
