Create similar menu in different folder

Hello,

I have a menu I created in the root dir of my site and everything works fine. As soon as I create a menu (any menu from scratch or otherwise) in the admin area of the site (folder name /admin/) it will not show sub-menus in browser of most off the css.

I have read the FAQs and the forum posts here. Most suggest making changes to where the includes point to and the js. I have made these changes on both template and tried to make the changes directly on the admin page.

Any further suggestions would be welcome. Thank you for taking the time to assist with this.
