Error message from PayPal that delivery address is not correct

During my tests I was trying to go through the payment process. Everything worked fine until I tried to do the payment with PayPal. There PayPal told me that the delivery address is not correct and that therefore they can not continue the payment process.

I saw before that with same address for billing and delivery the country was not filled in and also when I chose the country it would show me CH and not Switzerland. Because the language is German only Germany, Austria and Switzerland can be chosen as country. I have commented the remaining countries and I have also commented the States, because they are only relevant for the US and are an unnecessary item for a German store...
