Skill set required for UE4

Having been able to use UE3 in the past to work with asp pages I now find that it does not work. If I use UE4 what skill set do I need bearing in mind I have never created a PHP page? I can create one within dreamweaver but for a single page do I need to understand how to set up an SQL server? What other areas of knowledge do I need to master?

I am rather annoyed that UE4 does not work with ASP pages. I had got that working, now it seems I have to spend several days learning a completely new skill set, all for the sake of a simple form.
