PS3 & PowerStoreConnection.php file privileges

I've installed PS3 on my remote host and I now want to install it on a local computer to make edits.

Following the suggested work flow given by Jason Byrnes in a previous post, I need to make the PowerStoreConnection.php file read only to stop DW overwriting the connection settings.

My first question is which version of the file, the one on my remote host or the one on my local computer? My second question is make who read only, the Owner, Group or Public?

Please note, I have tried to change the attributes on my remote host using FileZilla but with no apparent luck. That is, when I unchecked the Owner permissions to leave it at read only, the changes were not saved. (There were no Group permissions set and Public permissions are set to read only - a numeric value of 604.)

Hoping someone can help me with this, many thanks in advance.
