'cart is empty' instead of Success page?

I'm having problems with the Success page not showing up all the time. More often than not, the only page that shows up after you hit Submit is cart.asp, which says the cart is empty. The order went through just fine, but the customer does not know this, unless they check their email. I'm thinking there's something on the Success page that tells it to empty out to the cart and redirect it to cart.asp but I can't find out where that might be.
