Issue still ongoing

Hi
Tried all the above suggestions and still got the error.
In sheer desparation I un-installed CS4, which was new to me, and re-installed my trusty CS3 Dreamweaver.

Now I get an error, but a different error to before when launching Display manager.

Went through all the suggestions in the CS3 install but no better.

Screen dump attached of error.
