2 css menus - how to make one dominant over the other

I have a site with multiple CSS Menus. A main Menu across the top horizontal with drop downs and a vertical one's that are displayed on interior pages depending on the section of the site that they are in.

The Problem is that the top menu should be the dominant and instead the drop downs are displayed behind the vertical side menu.

How do I make one (the horizontal main menu) the top layer over the other??
