Client side validation not working on 2nd form in a page

I have a page with many forms. Client side validation is working just fine in the first form. In the form below it, each time I run through the WA Client Side wizard the validation info I enter is not saved. For whatever reason after I run the wizard WA picks up a hidden field, applies some validation, and ignores whatever was entered in the wizard.

For form where this is happening is form5. The validation that keeps stubbornly reappearing is "WAValidateRQ(document.forms[0].hf_room_count,'- First Name is required',false,0,false,'hidden');WAAlertErrors('The following errors were found','Correct invalid entries to continue',true,false,false);return document.MM_returnValue".

I am NOT seeing the Insert Record server behavior listed in the Server Behavior panel and think that may have something to do with it but really have no idea.
