Upload Not Available

Hi. I have two questions:

1. When I insert an image using the HTML Editor on a test-web page, the Image Properties box will not allow me to upload images. The Upload tab says, "Upload not available." On the HTML Editor: Editor Settings, General tab, under Links and Images, I checked both 'Allow file upload' and 'Allow advanced image editing.'" I also checked "Enable File Management" and I successfully setup and successfully tested a "Connection" to MySQL data base. I can get an image to insert into the web page, but I cannot upload (i.e. no access to or from database).

2. I am considering moving my license for the HTML Editor from my desktop with Dreamweaver cs3 to a laptop with Dreamweaver CS4. Can I do this? And, how?

Thank you for taking the time to read and reply.

respectfully,
GPL
