Help for new user with navigation menus

Starting from scratch and still having problems

I have completely started over. I have used the templates to create a new site (not published). I was able to carefully work around the side menu and create the index (home) page. Within the initial "Site Structure" page, I created sub-pages for About, Services and Contact. Each of these page titles have sub-pages. The Home Page is not customizable but each subsequent page needs a "Page Type". I have tried several different "page types" and each time I go to those pages within Dream Weaver, I am not able to access the header or side bar areas, only the page content. I even tried a "Blank Page" format. I am missing something very fundamental here but there is no documentation from Webassist on this. Please know, I have manually created sites with multiple pages without Webassist and never encountered anything like this. Please advise.
