Trouble placing an order

Yesterday someone tried to place an order with their credit card (not the PayPal method) and got this message:

Transaction Not Completed
We're sorry
Your transaction could not be completed. Either your credit card information or billing address has problems and cannot be processed
Please return to checkout and try again.

The funny thing is I placed 2 orders today using both methods without a problem. Does this seem to be a more specific issue with the person who placed the order or is something else?
