You can do each of these things but you will need to make use of eCart for a couple of them.

First, for the state select list that you see this is just a static list. You can edit the options to be any that you would like in here. You can make the edit directly in Dreamweaver. If you click on the select list in the property inspector you will have the dynamic values button, click on this to edit the list.

For the shipping rules based on just weight you can do this with the eCart shipping charge rules. You can just craft a rule based on the total weight of the cart being less than or more than a certain amount and apply a flat rate based on the weight like this.

For getting the weight to show in Kg you could just edit the labels for the weight that you see in the admin back end. You will also need to use eCart to set the weight to be Kg in the cart object.
