Dreamweaver and Site Assist Pro unable to create?

Dreamweaver and Site Assist Pro unable to create?

Operating System
Windows 7 Pro
Dreamweaver CS4
Site Assist Pro 107

When I try to create a new Site Assist Proffesional site, I only see Modify Site
So I delete the current site and try again, then I see the New Site Proffesional Site menu
But selecting this Dreamweaver states:
"You must create a site before using the Site Assist Professional site wizard
create a new site by accessing Site -Manage site".
I have not seen this when running in my older desktop on XP OS, Dreamweaver CS4?

I tried uninstalling Site Assist Pro extension and re-installing.
and deleting the wincache in Dreamweaver.

If you create a site and name it whatever in Manage new site, then you can run the Site Assist Wizard.
