If your PC is now a dual-boot machine, then I guess you would have to be in your old OS in order to export the preset in the first place, but you would then be able to easily access it to import when you are loggen in to 7.
The files for the presets can (I think) be found:
CS4:
C:\Users\your_user_name\AppData\Roaming\Adobe\Dreamweaver CS4\en_US\Configuration\Shared\WebAssist\CSSMenuWriter\presets
CS3:
C:\Users\Neil\AppData\Roaming\Adobe\Dreamweaver 9\Configuration\Shared\WebAssist\CSSMenuWriter\presets
I should imagine you could just copy the folder(s) over.
