As Office Guy has said, XAMPP is the simplest package to install. The most time consuming part of installing XAMPP is the download. Once it is downloaded, running through the installer takes about a minute. at the end, you should have a functional Apache, PHP, MySQL environment.
If you have already installed any of the components separately, you should uninstall them before installing XAMPP. Also, if IIS Is installed, it should be stopped or uninstalled before trying to use apache, the two will conflict with each other.
