Server Error At Step Three in "Setting up a Testing Server"

So I'm going throught the tutorial "Setting up a Testing Server On Your System" instructions. Follow all steps 1-3, But at this point I get the following error code:
Server error!

The server encountered an internal error and was unable to complete your request. Either the server is overloaded or there was an error in a CGI script.

If you think this is a server error, please contact the webmaster. - sorry I'm a total novice and am starting to get really frusterated.
