There should not be a difference in installing PowerCMS on a local IIS Server or a remote Apache server, or remote IIS Server for that matter, so long as PHP and MySQL are configured and running correctly.
In Many cases, the getting started guides and tutorial that are available are sufficient to get PowerCMS running.
