How many states can I apply tax rules for? Seems like only one in total.

Using the checkout wizard, you can only create one state tax rule.

After running the checkout wizard, you can add more state tax rules on the shipping tab of the eCart Object.

Examine the one that is created by the checkout wizard to get an idea of how it is created, and use the same settings for the new rules, you will just need to change the value the shipping state session variable is compared against, and the tax rate.
