Do you have a link where this page can be seen? I'm not aware of a re-captcha feature in CSS Form Builder, it should just be using the regular captcha.

The form should retain the entered values if the validations fail so that the user does not have to enter them again. To make the form retain the values after the user enters them and goes to the next page you can bind the validated entry for that form element to it's value, this will have it display the value that they entered. There are other ways you can do this with a db or with session values if you have them set for the values the user enters.
