Cannot apply Progress Bar to existing page

My workaround for this was to:

• open a new file without the template.

• create a form with a file upload field.

• apply the progress bar to the form.

• copy the code from this file to the file with the template. usually you have an editable area for the title of the page. paste the header code there. the body code can be pasted in simply, but the progress bar wizard seem to work there fine.
