You should try updating this to be like it was originally, it should be referencing the values from the globals file. Where is this folder relative to your site root, not the power CMS files? If the folder is in the powerCMS folder then you should be able to reference it directly. If it is above this folder then you may need to adjust the Root URL to not include the power CMS directory, then just specify it if needed for the relative paths.
