Are you using SendMail on the working sites, or a different mail method? It looks like a path or file dependency issue as it can't find the necessary file in the folder. I think that missing file is probably downloaded from WA when you choose sendmail as the Mail Method, so you could try generating the file again by setting up a new email behaviour on a test page located in the same folder as the page you're having issues with.
