Cookies not getting reset?

I'm not sure what's going on, but I have a site - where everything is finally working as it should (took awhile to get the new password page to work with encryption, etc)... Anyhow - I've been testing it and it's working now. I have one user that I was logged in as. I logged out. I then go to new user registration page, register a new account that has a "non-verified" user level that I set for new registrations. So I was going to the data assist admin page (users_results page) to change the user level to verified and I was expecting to have to log into the original user account that has admin privileges but I didn't have to (even though that page is set to require administration user level). I double checked the requirement, and it's there... so I went into my user profile, and it's showing that I'm logged in as the administrator. Basically, it didn't log me out. Or my cookies were never changed, or whatever.

So what is the problem here - my logout page not working? (it's worked in the past...)

I'll do some more testing, but is there anything I should be looking for?
